Can the BBS supply change?

BBS has a fixed supply of one billion tokens. But, as we know, BBS is not its own blockchain, it is just a token on the Ethereum blockchain. 
Does this mean that its one billion token supply can easily be changed by someone? Maybe, the DAO?
