I think now there will be less whitelisting requests because It will take way more time to get $20

Before the CPM change even new users were getting to $20 marks in 3-5 days but now I don't think that this is gonna happen that fast 

Now probably they gonna take more than 1 week or 10 days to get there 

And that's why  there will be less request than earlier 

This may give them enough time to balance the whitelisting
