Why is the cashout rate acting like we're trading a almost 4.6 cent?

I've been puzzled for a while about the price of the cashout moved up so much while everything points out to the price being more around the 3.xx cent region. Is it not directly linked to bancor price? I would very much like to know if there's more data coming into the creation of this number because it just doesn't look like it fits.
1/ .0349 = 28.65...
1/ 21.55 = .0464So which is it?
I think we deserve some clarity on this.
