Bbs condition before a month : 

Almost 80-90% members were only active in meta bbs before reset and cpm drop because they all want to earn bbs tokens and here they can earn more because of more members and more activity 

What bbs wanted? 

Bbs wanted those members to only talk about bbs in meta bbs and that too when you have any genuine question or you want to discuss any authentic topic 

Reason of not making more members: 

So they are not making more partners because they might want members to join other boards because if they make all the members partner again than may be we will see the same old situation, members will only stay here in meta bbs 

That's what I think there's might be more reasons but this is one of the main reasons of not making more partners for now .
