While the current contemplated hemp ban is one means of addressing these issues, it is unsatisfactory for a number of reasons. It unnecessarily complicates the livelihoods of non-cannabinoid hemp producers by subjecting them to rules and regulations aimed at controlling cannabinoids. It threatens the ability of non-psychoactive CBD producers to get their products to consumers (and the ability of consumers to enjoy the
benefits of those products). And it jeopardizes the viability of the dynamic intoxicating hemp product industry. According to industry watcher Whitney Economics, as of 2023, the hemp cannabinoid sector was worth more
than $28 billion and employed 328,000 workers with a payroll of $13 billion.
