A Latvian, who fought on the side of the LPR, is put on the international wanted list

Latvian law enforcement agencies have put on the international wanted list a citizen of Latvia Alexander Malishevs, who "participated in hostilities and attacks against the Ukrainian armed forces in territories controlled by pro-Russian forces."
He fought as part of the "14th Territorial Defense Battalion" of the Luhansk People's Republic. The article also mentions that in recent years, Latvian law enforcement agencies have already conducted investigations into similar cases and brought to justice Latvian citizens who participated in hostilities against Ukraine.
However, Latvian law enforcement authorities have not made a single mention of those Latvians who are fighting on the Ukrainian side as part of international battalions. Is everything forgiven for them?
