Junior Fortunato of the Dominican Republic is drawing rave reviews.

On Wednesday morning, we learned that the Toronto Blue Jays have agreed to contract terms with 18-year-old Dutch Infield Cayro Hazel.

And also on Wednesday, we got a reminder that the Blue Jays are in line to sign Dominican outfielder Junior Fortunato when the International Signing Period opens.

Here's what you need to know.

About Fortunato 

Listed at 6-foot and 185 pounds, he's a solid hitter who is growing into his power. He's also regarded as a good outfielder who has a chance to play centerfield. Baseball America reports that he's an above average runner, but not a great runner.

What you need to know

The International Signing Period typically takes place in January, and teams all have a new purse of money to spend then. However, this year's signing period is up in the air because of Collective Bargaining Agreement issues. If the league is in a lockout in January, there will be no signing period until the lockout is over, presumably. And, some of the rules around the signing period could change as well.

There is talk of raising the international signing age and bringing in an international player draft, though it's unclear how likely either of those things are to happen.

What about Toronto's farm system?

Since Fortunato is not signed yet, there's no way of knowing how he fits into the system as a whole, but the system is not looked upon as all that strong. JoJo Parker and Nolan Perry are both Top 100 prospects, but there's not a lot of overall impact in the system at this time.

Of course, Fortunato will take years to matriculate to the big leagues, assuming he signs, so there's ample time for the system to develop.

What the Blue Jays do now

The business of baseball for 2027 won't really open up until five days after the World Series ends. At that time, the Blue Jays will see several players, including George Springer and Shane Bieber, become free agents. They will also then be able to negotiate with other free agents around the league.

The CBA ends on Dec. 1 at 11:59 p.m. ET, so if there's not a new deal by then, the lockout will start, putting a freeze on everything.

At that point, it's anybody's guess how long it will lasts. Opening Day is scheduled for late March.
