The Cowboys have been fine in free agency, but when going against all other 31 teams, it leaves a lot to be desired.

Everyone is trying to assess the Dallas Cowboys' start to free agency, and there have been a lot of differing opinions.

Some think that, with the Cowboys not busting the budget, as Jerry Jones stated months earlier, the franchise is continuing on the same path in the offseason.

And that is one that doesn't seem to have winning high on the priority list.

But there are others who have praised Dallas for the moves it has made over the past week or so.

Rashan Gary, P.J. Locke, Cobie Durant, and Jalen Thompson are all good additions, with three of them likely Week 1 starters for Christian Parker.

The only key players to leave have been Osa Odighizuwa and Solomon Thomas, both via trade to give the Cowboys extra draft capital.

So I can see both sides of the argument.

On one side, Dallas simply had to be more aggressive in its pursuit of free agents.

But on the other side, the Cowboys did spend, and far more than they have in previous offseasons.

Still, it hasn't moved the needle in the direction Cowboys Nation had wanted.

And it appears NFL.com's Eric Edholm isn't moved by Dallas' activity this offseason either.

In his free agency power rankings piece, he's got Dallas at No. 20. 

It is hard to move the Cowboys up without a "big name" signing walking through the door.

Of course, that could happen over the coming weeks, or even on draft night, so these power rankings are hardly final.

But surely most of the NFL world expected the Cowboys to at least be more aggressive in free agency, right?

Largely due to how elite the offense is. If the defense is average, the Cowboys can make a playoff run.

But is this defense average if a game were to be played tomorrow? You could make that case. However, fans don't want average; they want good.

And the Cowboys can still make some moves that would raise the floor of this defense.

Bobby Okereke is one, Bobby Wagner, although a little older, and even Shaq Thompson. All three would be good additions to Dallas' linebacker room.

But so far, Dallas appears content with its work.

No. 20 after their free agency dealings? That feels about right.
