Jacksonville filled its practice squad and freed up extra salary cap space by reworking the former first-overall pick's lucrative new extension.

The Jacksonville Jaguars had a very busy day on Tuesday.

The team made three additions to its practice squad, including an experienced safety.

Jacksonville, shortly after restructuring the contract of Josh Hines-Allen, which created $4.56 million in cap space for this season, also restructured the contract of Hines-Allen's running mate, Travon Walker, per Ryan O'Halloran.

Interestingly, the team decided to use Walker's deal to create more space after he had just signed a lucrative extension in April.

Practice Squad Filled

Going into Tuesday, the Jaguars had filled 15 of the 17 available spots on their practice squad.

Offensive lineman Kilian Zierer earned the available 17th spot as part of the NFL's International Pathway Program.

On Tuesday, Jacksonville signed three newcomers to the PS and released offensive lineman Jimto Obidegwu to make room.

Now, Jacksonville has the maximum 17 players on the practice squad.

The three newcomers are offensive lineman Eli Cox, safety Kaevon Merriweather, and tight end Hayden Rucci.

Cox is 25 and spent his rookie season on the Houston Texans' practice squad after going undrafted last year. He played his college ball at Kentucky, with two of his seasons overlapping with Jacksonville head coach Liam Coen's time as the school's offensive coordinator.

Cox made 47 starts for Kentucky. 35 were at center, with the other 12 at right guard. His familiarity with Coen and ability to play multiple spots along the interior should give him a good chance to stick with Jacksonville.

Joining Cox on the PS will be Merriweather, who has 43 games of NFL experience already under his belt, including seven starts. Merriweather is 26 and has split his time between the Texans and the Tampa Bay Buccaneers. 

His signing provides the Jaguars with additional secondary depth, and he can be trusted in game action if needed.

Rucci went undrafted in 2024 before signing with the Miami Dolphins. He spent his rookie year on Miami's PS before appearing in four games last season. Rucci was a college teammate of Jaguars' tackle Cole Van Lanen at Wisconsin. His father, Todd, had an eight-year career as an NFL offensive lineman.

After trading Hunter Long before cutdowns, Jacksonville was in the market for a new young tight end to develop and found one in Rucci.

Final Thoughts

While it is still possible, even very likely, that Jacksonville will continue making moves to both the 53-man roster and practice squad before the season begins, we now have a very good idea of what the team will look like heading into Week 1.

The Jaguars have a lot to prove this year. Despite the team's success in 2025, plenty of doubt remains about whether last season was a fluke or whether Jacksonville is here to stay as one of the AFC's top teams.

Jacksonville has also made a pair of moves to create cap space with the restructuring of Walker's and Hines-Allen's contracts. Is the team just trying to ensure it has plenty of room to make moves throughout the season, or is it a clue that a significant move (Parker Washington extension?) is upcoming?
