The veteran cornerback will visit the Steelers next Wednesday, according to multiple reports. He will also see the Carolina Panthers, Green Bay Packers, Minnesota Vikings, San Francisco 49ers, and Chicago Bears after meeting with the Arizona Cardinals, Miami Dolphins, and New Orleans Saints in the spring.
Samuel became a free agent at the end of last season after spending the first four years of his career with the Los Angeles Chargers, who drafted him in the second round in 2021 from Florida State. The 26-year-old played in just four games last season before undergoing spinal fusion surgery. Doctors have cleared Samuel to play.
In 2024, Samuel had 13 tackles and two passes defended in limited action. He has six interceptions and 176 tackles, including three for loss, in his career.
The Steelers made over their secondary in the offseason, retaining just cornerback Joey Porter Jr. and strong safety DeShon Elliott (knee), who is on injured reserve. However, the Steelers are last in the NFL in pass defense, allowing 278.3 yards per game, and 30th among the 32 teams in total defense.
Pro Football Focus grades Ramsey as the No. 32 cornerback in the league after being acquired from the Miami Dolphins in an offseason trade. However, the Steelers are using the four-time All-Pro corner as the full-time free safety because of need.
The Steelers' starting cornerbacks haven't fared well in the PFF grades this season. Darius Slay, who is showing signs of aging at 34, is 68th, and the penalty-prone Porter is 71st. Slot corner Brandin Echols is ranked No. 41 but has played just 47.8 percent of the Steelers' defensive snaps.
PFF graded Samuel 94th among NFL cornerbacks in 2022 and 65th the following year. He then rose to 25th in 2024 and seemed poised for a big year in 2025 before sustaining his injury.
Samuel's father, also a cornerback, played for 11 seasons in the NFL from 2003-13 with the New England Patriots, Philadelphia Eagles, and Atlanta Falcons. He was selected to four Pro Bowls, was a first-team All-Pro once, and won two Super Bowls.
