Engagement Mining is when a community is approved the Admins of BBS to be a “Active” community who receives permanent funding as long as they continue to meet the requirements.

In my opinion from my experience being the first community (META ENGAGERS) to get picked for Growth Seeding & Engagement Mining. I wouldn’t apply until your community is making at least 100 post a day on its own. And most the post are not copy & paste and the topic is related to your community. Also until the engagement is organic & not forced. Because if you get approved and your numbers continue to fall below the requirements, funding can be taken away.
