The Cowboys haven't been the players we thought they would be in free agency, which makes grading their work a tough task.

The Dallas Cowboys' free agency approach has been different from what we've been used to. 

Yet some sections of Cowboys Nation feel let down by the franchise. Why? 

Jerry Jones' bust the budget quote has turned into this offseason's "all-in," as history, to an extent, is repeating itself.

One thing we do know is that the Cowboys have been more proactive than in previous seasons, bringing in four outside free agents. Three of them are likely to start.

Rashan Gary, Jalen Thompson, and Cobie Durant. PJ Locke is seen as a rotational piece for Christian Parker.

The franchise said goodbye to Solomon Thomas and Osa Odighizuwa, both traded away to get more draft capital.

But how would we assess Dallas' free-agent business overall?

It's been fine.

But based on what many thought would happen, there is a sense of frustration.

Or as CBS Sports' Garrett Podell puts it, as it gave Dallas a C grade, incompleteness.

“Gary has been the marquee edge rusher acquisition this offseason for Dallas," Podell wrote. "The signings of Jalen Thompson and PJ Locke were key in Dallas becoming much better in coverage at the safety position. There's a real sense of incompleteness with the Cowboys' offseason thus far.

"Especially now that the defensive tackle depth needs to be restocked behind Quinnen Williams and Kenny Clark following the trades that dealt both Odighizuwa and Solomon Thomas to the Tennessee Titans."

At the time of writing, per Over The Cap, the Cowboys still have $17.5 million in cap space, so there is ample room to spend ... if they want to.

Signing George Pickens to a long-term deal will ease his $27 million cap hit, so that is one trigger the Cowboys can pull.

With so many needs, the Cowboys' roster, right now, is in a state of flux.

Is it better than last year? Is it worse? Or the same?

With player acquisition still going on for the next couple of months, Dallas' roster could change significantly. Plus, with the draft and eight total picks (two in the first round), the Cowboys' defense could look far better.

But right now, based on what the franchise has done, you can't help but feel there's more meat left on the free agency bone.
