Roundtable understands that the Red Devils would prefer that the 19-year-old remain in English football if he were to leave on loan before the end of the transfer window.
Leon moved to Old Trafford last summer from Cerro Porteño in Paraguay and was included in Rúben Amorim's pre-season tour in the United States.
Michael Carrick did not include Leon in his first-team pre-season tour squad this summer, with Harry Amass the recognised backup for Luke Shaw in the preparation matches.
Amass has been linked with a move away from Old Trafford, although he started for Manchester United Under-21s against Ipswich Town in their first Premier League 2 match.
Man Utd to lose several academy starlets
While Leon could still leave Old Trafford on loan, BBC Sport have reported that Louis Jackson and James Overy look set to leave Manchester United on permanent transfers.
Jackson will join St.Mirren in his native Scotland, while Overy will return to Australia for Sydney FC. The report says both deals are expected to include buy-back options and sell-on clauses.
BBC Sport have also said that Hull City have emerged as favourites to sign Toby Collyer on a permanent transfer, after Alex Crook claimed the Tigers think Collyer could be available for as little as £3 million.
Amass is another who could still leave Old Trafford this summer. Earlier in pre-season, it was reported that Manchester United were "prepared" to sell Amass.
United have already moved on Ethan Williams, who has joined Peterborough United. Habeeb Ogunneye and James Scanlon could soon join him as academy stars to permanently exit Old Trafford after being linked with a move to Arsenal.
Man Utd's youth recruitment
Since INEOS purchased a minority stake at Old Trafford, recruitment in the youth teams seems to have become more of a priority than in years gone by.
Ayden Heaven, Sekou Kone, Diego Leon, Chido Obi and more joined before this summer, while Kit Margeston and Cristian Orozco also signed during the off-season.
Tynan Thompson was another young player to move to Manchester United this summer. The left winger joined from Tottenham Hotspur for £4 million, plus a further £4 million in add-ons.
He featured against Leeds United in Dublin, Ireland, and has added to the club's emerging talent group.
